Q8 is the brand of Kuwait Petroleum International, founded in 1983 when KPC bought Gulf Oil's refining and marketing operations in Western Europe and BP's Danish operations. KPC's subsidiaries page says KPI is headquartered in London and unveiled the Q8 brand in 1986.
